The context of the World Thirteen Moon Calendar Change Peace Plan is the biosphere-noosphere transition. This refers to the evolutionary shift of the Earth brought about by the dramatic impact of human thought and machinery upon the Earth as a whole system. This human shock wave represents a change of enormous magnitude, leading to a new geological era, the noosphere (Earth’s mental sheathe). Hence, biosphere-noosphere transition refers to the brief but highly intense period of time during which the evolutionary shift actually occurs.
In the analysis of the Law of Time, the biosphere-noosphere transition will be complete when the human species abandons the artificial mechanistic (12:60) timing frequency that has caused it to deviate from nature to the detriment of the biosphere, and returns to living in the natural cycles of universal time coded into the 13 Moon 28-day synchronometer. Thus, the implementation of the peace plan represents the moment when the noosphere becomes an irreversible datum of human consciousness.
December 21, 2012 marks the final point of the cycle of history. All of human thought is presently converging on this date. It is precisely on this date that the 13 Moon Calendar Change Peace Plan and the biosphere-noosphere transition also come together. This is referred to as the Harmonic Convergence of 2012.
Since the 13 Moon Calendar Change Peace Plan was first proposed, numerous efforts have been made to call attention to it, including the convening of various congresses, as well as petitions made to both the Vatican and the United Nations, among others. With only three years until the closing of the cycle, the final program of the peace plan is known as the Harmonic Convergence of 2012. This program consists of the following components
1. The First Noosphere World Congress. Convened in Cosmic Moon, 2009 this Congress is the concluding event of the original Peace Plan. One of the Congress goals is the preparation of bioregional Noosphere Congresses to administer the global shift of 2012. A second goal is to produce a Handbook of the Biosphere-Noosphere Transition. 2. Creating the Critical Mass. The most important step is to make the frequency shift yourself. Follow the 13 Moon 28-day synchronometer as a daily practice. Unlike the old calendar, the 13 Moon 28-day harmonic standard is actually a measure of synchronicity, hence synchronometer. Sufficient numbers of humans dispersed throughout the biosphere making this shift will create a critical mass. This critical mass is needed to empower the Noosphere Congress to mandate the calendar change by 2012.
3. CREST13 and creation of new 13:20 communities living the peace plan. The Galactic Research Institute of the Foundation for the Law of Time has proposed the creation of a minimum of 13 self-sustaining communities worldwide to practice and model a planetary telepathic network. The Foundation also encourages the development of self-sustaining 13:20 time is art peace garden communities in general as a way of modeling the new time of peace. Though a few of these communities have already begun, the GRI sees a major effort in 2010 to get the entire network functional by 2011.
4. Banner of Peace and Day Out of Time. The themes of peace through culture and time is art are brought together by the Banner of Peace. The Roerich peace pact of 1935 stipulates that the Banner of Peace be flown over all cultural monuments in times of war. Since, the GRI-FLT considers the entire planet now endangered by war it promotes the display of the Banner everywhere at all times. In addition, the 365th day of the 13 Moon year, the Day Out of Time (25 July) is now also known officially as the Planetary Peace Through Culture Festival. This globally dispersed event is promoted by the GRI-FLT as a planetary holiday in which to not only display the Banner prominently, but to exhibit and express the principles of peace through culture and time is art. This event makes the Peace Plan a living celebratory phenomenon.
5. Planet Art Network (PAN). This is the decentralized autonomous network of planetary kin, those who adhere to the 13 Moon calendar and promote and sponsor educational programs about the Law of Time. The Day Out of Time Planetary Peace Through Culture Festival is a principle activity of the PAN, as is the promotion and development of the 13:20 peace garden communities.
