Second Planetary Congress of Biospheric Rights: Earth Rescue Action Plan, Preamble: In a recent series on BBC News Online entitled “Planet Under Pressure”, the following six pressure points were identified; 1. Food. 1 in 6 people suffer from hunger and malnutrition (that is more than one billion people). 30,000 children, age five or less, die every day from hunger.
As BBC puts it, “all six problems are linked and urgent, and so a list of priorities is of little help.... it is pointless to preserve a species and habitats if climate change will destroy them anyway.” This is what is meant by a whole systems problem. To be advocating for trees or equalization of wealth or AIDS control is futile unless one considers that a whole systems failure is across the board, and to cure one problem we have to cure the whole problem. Which brings us to the seventh pressure point, the factor without which none of the other problems would exist.
7. Human population growth. People often just say “population growth,” or “the environment” and don’t think it has anything to do with them. But it is human population growth that is at the root of all the problems on the planet today. And it is the human being’s unwillingness to face that he/she alone is the culprit that perpetuates the problems which only grow exponentially with every day that passes. Human denial and irresponsibility is so overwhelming that it is morally repugnant to consider that these statistics are well-known, yet no world leader will even begin to think of the whole set of issues as the only real agenda facing not only humanity, but the entire planet today. War is truly irrelevant in the face of these problems. But humans, it seems, would rather make war than face reality. Human beings won’t even face up to, accept or understand that they constitute a component in a larger system called the biosphere. This is because the twin nemeses of nationalism and privatization dominate their thinking to such a degree, that humans are mentally crippled by their addiction to these habitually biased patterns of thought. According to the analyses of the Law of Time, the human being’s population curve began in 1750, because that is when the human mind set locked into the irrational and mechanistically accelerating 12:60 timing factor. This element alone set the human species off from the rest of the biosphere and allowed it to create an alienating technospheric superstructure that exists on the consumption and destruction of Earth’s natural resources at the expense of millions of other species and the quality of air and water everywhere.
In the broad vision of this Second Planetary Congress of Biospheric Rights, the Earth is now in a state of hyperextended emergency. This whole system crisis defines a contextual environment referred to as the biosphere-noosphere transition. The critical deadline for facing reality and joining forces with the inevitable processes of transformation is 2012. For this reason, the Congress plans to implement an overall plan, The Thirteen Moon Operation Earth Rescue - Mission 2012. There are only six years until the deadline. It is up to us to put in motion an action peace plan, and convene our own systems of governance, asserting our biospheric rights in accord with the biosphere-noosphere transition which is now rapidly underway. How long is the present system going to last, anyway? Can’t we see the handwriting on the wall? The increase in natural disasters this past year (2005) alone has left many humans numb and frightened. But if we consider that many of these disasters are the result of the effects of our own greed and thoughtlessness upon the environment, then might we not want to do something about it? If we really understood the fundamental change the Law of Time offers the human mental and social organization, then wouldn’t we want to see all of the resources of the Earth placed in alignment with the Law of Time on behalf of an Operation Earth Rescue? For this is what is required - a whole system effort to rescue the planet from too many centuries of sheer mismanagement.
In a time such as the Closing of the Cycle, the possibilities for positive transformation are without end. The Old can longer sustain itself, and the New is bursting to be born. “He who is not busy being born is busy dying.” (Bob Dylan) The New Time of Thirteen Moons means that we are giving birth to a new belief system, a new compassion for the Earth and everything that the Earth seeks to sustain - including ourselves. For the Congress to be a success it must be conducted in the form of the New Time. All participants will be grouped according to five Earth families. Each of the five days it will be the responsibility of the PAN representatives - planetary kin - of the daily Earth Family to attend to the organization and comfort of the participants and to provide every assistance to the speakers and commissions and councils and ceremonies that are established for that day. Sessions for the instruction in the 13 Moon calendar and Law of Time will also be the responsibility of the Planet Art Network as well as any artistic presentations that may be appropriate for the ambiance of the Congress.

Second Planetary Congress of Biospheric Rights
Since the unconscious immersion in the errant timing frequency is at the root of the human inability to stop, much less perceive how it has caused the chaos on Earth, the Law of Time also states that the only way to deal with the problem is to first call a halt or a moratorium on all present day world processes, including a universal cease fire, in order to adopt a new calendar based on a perpetually harmonic timing standard. By means of the new universal standard the human species can create a new biospheric covenant between itself and the Earth. Since most humans, including the present human Earth civilization leadership, seem incapable of considering this opportunity to avoid their own destruction, it becomes incumbent on those who do see this solution clearly and logically, to take all appropriate measures to make this possibility a reality. This defines the underlying goal of the Second Planetary Congress of Biospheric Rights.
Let’s envision an Operation Earth Rescue - a resource and information gathering hub that would identify existing emergency aid and charitable groups and organizations, as well as individuals with “worldly power and influence,” to inform and enlist them in the 13 Moon Earth Rescue Peace Plan. With such a hub in place - and there are now enough natural catastrophes occurring that we need a rolling plan of getting aid to the different disaster zones - we could then set up a constructive whole systems engineered follow-up program. This follow-up would include: community reconstruction, reforestation, education about new systems of agriculture, alternative energy and how lifestyles impact the environment, new systems of time and thought, and the nature of the biosphere and world situation in general - all with an eye to helping shift certain ingrained habits, for instance, from carnivorous to vegetarian diet, or from industrial jobs to garden economy and cottage industry.
A second objective of Operation Earth Rescue is to create a global network of alternative energy producers and suppliers. This would be done in the context of information gathering regarding the actualities of the global warming and its impact on shorelines and weather patterns by 2008. Then, to implement programs in places of need, we would require the creation of Operation Earth Rescue Teams, flying the Banner of Peace and offering emergency assistance in areas of natural disaster or even war-ravaged communities; teams to help set up alternative energy systems; or Operation Earth Rescue Reforestation Corps; not to mention Operation Earth Rescue Emergency Garden Communities. In other words what we need is a global equivalent to the original Peace Corps, a 13 Moon Earth Rescue 
Day One: Core, Electric Moon 3, Kin 7, Blue Resonant Hand, September 22, 2006, Equinox
Key Theme: Statement of the Problem - World Catastrophe, Extinction and Human Population Control. It’s the only biosphere we’ve got. 2012 is just a few years away, so there is no time to waste putting the Thirteen Moon Emergency Earth Rescue Peace Plan into effect. It’s a whole system problem which demands a whole system solution. Operation Earth Rescue would, first of all, be a resource and information gathering peace hub. Operations would be based on a consideration of the whole system as experiencing a biospheric phase shift - into the noosphere and the new solar age. Everything is in transition. We must admit old order whole system failure because it is non-responsive to biospheric whole system needs. The solution: Establish immediately a Planetary Biospheric Congress and Noospheric World Assembly to supervene in planetary affairs. The Second Planetary Congress will affirm our biospheric rights by creating three principle commissions to define these three planetary organs (Earth Rescue Operation, Biospheric Congress, Noospheric Assembly). The commissions will be formed at this time to present their findings on the final day of the Congress. The forthcoming recommendations will provide key goals and guidelines for the aftermath of this Congress.
Day Two: Signal, Electric Moon 4, Kin 8 Yellow Galactic Star, September 23, 2006.
Key Theme: Healing the Earth, Healing Ourselves. We are all dying of the diseases resulting from our addiction to industrial society. We know that what we eat is destroying the planet, so let’s change our diet now. Vegetarianism is the path to the next stage of our evolution, which is toward an elimination of aggression, and an increase in compassionate enlightenment. Stop killing animals and free up the food supply immediately, restore the land, and promote reforestation. We need new evolutionary precepts for attaining superhuman health and planetary restoration. We need to educate ourselves about how our eating and lifestyle habits affect the biosphere. We must envision garden communities and a garden economy and begin to implement this vision with renewed vigor. We must take health into our own hands and realize that alternative therapies and healing methods are all that we need. By cooperating with the councils of Indigenous elders we will tap into one of our greatest resources. A Planetary Healing Council is to be formed from these considerations and deliberations. This Council will be part of the Earth Rescue Operation.

Key theme: Energy Crisis and Alternative Realities. The entirety of human civilization is based on consumption and waste of energy. The 12:60 timing frequency fueled the second great economic revolution of the species. The first was the agricultural revolution which created domestic life and cities. The second economic revolution, made possible by the mechanization of time and human labor, was the industrial revolution which established factories as the sources of wealth and jobs. This is the common thinking. By wealth is meant surplus wealth, and by jobs is meant alienated labor that runs the factories or 
any of the service industries necessitated by industrial life (banks, governments, hotels, airports, etc.). The main point is that all of this creates a wasteful superstructure that consumes energy at a rapid rate creating health hazards and an unhealthy lifestyle in general. We must assess our alternative energy solutions, create a working network, and begin to implement them in select Earth Rescue Emergency areas immediately. We must further assess the components of the new lifestyle of a genuinely postindustrial Earth based civilization, and plan accordingly. The Planetary Alternative Energy Network will be formed from these considerations and deliberations. This Network will be part of the Earth Rescue Operation.
Key Theme: Preparing for the Noosphere. We must understand the meaning of the biosphere-noosphere transition and manifest the New in the midst of the chaos of the old, now. There is no longer any time to wait. We must set now the guidelines for the creation of the Planetary Biospheric Congress and the Planetary Noospheric World Assembly. The Planetary Biospheric Congress will be constituted of representatives from the world’s bioregions, and will have the responsibility, among other things, of equalizing wealth and establishing just and equitable terms of commerce and trade that are in accord with the biosphere's operating principles. The Noospheric World Assembly will be the higher guiding council drawing on spiritual wisdom and whole systems analysis of the world crisis. Recognition of the CREST13 network of centers for establishing a telepathic network for activating the noosphere, and of the new cosmic science, must be supported and brought to the fore, for they hold the ultimate key to shifting the world paradigm. We need to be educated about what the effects of the shift to the noosphere will be on human self-perception and consciousness. During the final session the commissions organized to establish the Earth Rescue Operation, Biospheric Congress, Noospheric World Assembly, as well as the Planetary Healing Council, Planetary Peace through Culture Council and Planetary Alternative Energy Network will present their findings and recommendations for implementation.
